LAW 24-09: CMIM MARKING for safety conformity of industrial products and toys in Morocco

The CMIM Marking is a mark created by the Kingdom of Morocco, similar to the European CE Marking, in order to ensure safety in the use of industrial products in compliance with Law 24-09, relating to the safety of products and services.

The CMIM seal does not imply the simple labelling of products, but involves the analysis and establishment of the necessary controls to ensure compliance with legislation and mandatory standards on essential requirements.

In many cases, a product may be affected by several provisions and/or application standards, and in the process of complying with the CMIM Marking requirements it is necessary to determine what they are and to verify that the product complies with each of them.

What type of products does the CMIM certificate apply to?

This verification for exports to Morocco applies to all types of electrical and electronic products, as well as toys, that want to be introduced in the Moroccan market.

It should be noted that it is a mark that evidence of legal compliancenot a voluntary certification that implies any quality.

1. Verification of the applicability of the decrees

The applicability of the CMIM marking decrees for electrical equipment and toys must be checked for the products manufactured.

2. Identify the applicable regulations

Once the applicability of the directives has been checked, it is necessary to identify which regulations apply to the manufactured products.

3. Determination of requirements

The essential requirements of the products under study must then be determined, as well as specific requirements according to the applicable regulations.

4. Preparation of technical dossier

Documentation must be prepared to justify compliance with the applicable regulations. This documentation may consist of documentation relating to product design, product description, lists of applicable regulations, exploded views, technical specifications, etc.

5. Conducting tests

Depending on the application standard, it may be necessary to carry out tests on the manufactured products. These tests must be carried out in accredited laboratories.

6. Manufacturing control

The controls that will be applied on the products, during their manufacturing stages, traceability control, finished product in order to ensure proper compliance with the essential requirements of the product, during manufacture and throughout the time that continues with the maintenance of the Marking of the product must be defined. It is highly recommended to carry out periodic inspections to ensure compliance with the requirements of the implemented production control.

7. Elaboration of product documentation to be delivered

The documentation associated with the product, which must be delivered together with the product to the customer, will be prepared. Such is the case of use and maintenance manuals, and CMIM Declaration of Conformity.

8. CMIM Certificate

Finally, once obtained, the product can be labelled with the CMIM seal.


The decrees that establish the basic safety conformity requirements to be met by industrial electrical and electronic products and toys introduced into Morocco are as follows:

  • Decree No. 2573-14 relating to electrical equipment intended to be used under certain voltage limits.
  • Decree No. 2574-14 on the electromagnetic compatibility of equipment
  • Decree No. 2575-14 on toy safety

On the other hand, through the Moroccan Institute for Standardization (IMANOR), applicable standards have been developed according to the type of product in question, its intended use, constructive conditions, etc., which must be applied to comply with the above provisions.

Since February 2020, it is applicable to all products covered by the above provisions and which are marketed in the Kingdom of Morocco.

The manufacturer can place its CMIM marking on a product, when it has carried out the controls and tests that allow to evaluate the conformity of the product with the requirements defined in the corresponding regulation, and has both the technical file of the product and the rest of the documents required within the previous dispositions.

Any person responsible for placing on the market a product covered by the above directives, such as:

  • Exports to Morocco: manufacturers who want to market their product in Morocco (No distinction between local or foreign).
  • Importer
  • Distributor…

To comply with the regulations that apply to each product you must have:

  • Technical file consisting of:
    • Equipment Overview
    • Design and manufacturing drawings as well as schematics of components, sub-assemblies, circuits, etc.
    • Descriptions and explanations necessary for the understanding of these drawings and diagrams and the operation of the electrical equipment. Regulatory applicability study, schematics/construction drawings,
    • List of applicable standards, and/or other technical specifications applied to comply with implementing decrees
    • The results of the design calculations made, the checks carried out or any other document generated to justify the conformity of the product.
  • Production control records
  • User, installation and maintenance manuals.
  • CMIM Certificate of Conformity in Morocco
  • CMIM Label

All these documents must be kept by the manufacturer as evidence of the conformity of his product with the applicable regulations.

With the implementation of law 24-09 the Kingdom of Morocco requires the inspection of all products entering the kingdom, ensuring that they comply with current legislation.

In the case of importing products, inspections have been defined to prevent products that do not have the corresponding CMiM marking from entering the Kingdom of Morocco.

For this purpose, the Moroccan government has accredited the certification bodies:

  • Bureau Veritas,
  • TUV and

As companies in charge of certification and verification for exports to Morocco, ensuring that the products that wish to enter the kingdom have their corresponding CMIM seal and comply with Moroccan legislation.

The process is simplified, since we start with a compliance of regulations at European level. The study involves identifying the applicable Moroccan legislation and standards and complying with the requirements that are not covered by the regulations at European level.

This will depend on the applicable Moroccan standards, and the essential requirements contained therein. These tests must be carried out in accredited laboratories. 

Once the company has the appropriate means and controls in place to ensure compliance with the applicable regulations, it is not obligatory to renew the product marking, unless the regulations explicitly state so.

However, in order to ensure the maintenance of the same characteristics and conditions declared in the initial implementation of the product marking, expert advice is recommended, maintaining the documentation that evidences the manufacturing control of the product in question and carrying out periodic audits or tests on the products and their production process.
